The Pop Smoke development behind In Country Vietnam team started working together in 2006 on Mare Nostrum (a mod for Red Orchestra: Ostfront 41-45) which subsequently became the first ever unreal engine and third party modification to be released over Steam. During the development of Mare Nostrum strong ties were formed with Tripwire Interactive and so a new project for the upcoming Red Orchestra 2: Heroes of Stalingrad was planned. In April 2010 key members of the development team announced In Country: Vietnam was to be developed under the banner of Pop Smoke Games.
